How to evaluate a use case
When a use case is presented to the board, apply these tests.
First, the data test. Is the data available, accurate, and complete? If the answer is no, the use case will fail at the data stage. Fix the data first, or choose a different use case.
Second, the consequence test. What happens when the system is wrong? If the consequence is a cost, a delay, or a rework, the use case is manageable. If the consequence is safety, lives, or regulatory breach, the use case requires much stronger governance.
Third, the measurement test. Can you measure the benefit? If the benefit is a percentage without a starting point, ask for the starting point. If the benefit is described in vague terms, ask for specifics.
Fourth, the ownership test. Who owns this use case? Not the vendor. Not IT. A business owner who answers when it goes wrong and who benefits when it works.
